Your Opportunity

The WaterPower & Dams Business Group is seeking applicants for a Project Management & Commercial Leader (PMCL). The PMCL drives best in class project delivery through professional project management and is responsible for building and maintaining the project management community and supporting deployment and effective implementation of Stantec corporate and business-line specific project management practices within their assigned Business Center (BC)/region/geography.

The PMCL will report directly to the Business Center Managing Leader (BCML) with accountability to the Business Line Discipline Leader (DL). The PMCL will be responsible for coaching and leading project managers, monitoring and reporting the commercial/risk position of all projects in their assigned area, growing the commercial acumen and project management capabilities of the project managers, and acting as a performance analyst supporting the BCML in project delivery, risk management, commercial terms evaluation, and budgeting and forecasting.

Your Duties

Health & Safety:

  • Support project managers with implementing project-focused Health, Safety, Security and Environment practices. Work in a manner to protect the health and safety of Stantec employees, clients and the public by following company health, safety and security guidelines and policies.


  • Oversee project management staff to ensure timely, effective, and efficient performance of project managers’ responsibilities;

  • Identify and close capability gaps among project management staff, providing valuable team management and talent development support to foster career growth and required skills of project managers;

  • In coordination with the BCML and Business Center Discipline Lead (BCDL) and group leads, assign projects and pursuit efforts to project managers and project technical leads;

  • Provide feedback on individual performance of project managers within the assigned BC/region/geography to the PMs direct supervisors;

  • In collaboration with other business leaders, recruit, retain, mentor, coach and lead PMs and PMiTs including development of succession plans for key positions; and

  • Promote collaboration and teamwork across business lines and geographies.

Project Management & Execution:

  • Conduct regular project review meetings with project managers to monitor project-level performance, budget, schedule, risk, and quality management in support of program/BC-level reporting and management;

  • Drive consistent project management practices and procedures in alignment with Stantec PM requirements and those of the BC;

  • Lead monthly project management processes including estimate to complete, estimate at completion, and revenue recognition by the team of project managers;

  • Lead and support efforts to integrate improved resource management (e.g., implementation of resource-loaded scheduling capabilities and practices);

  • Exercise initiative in adapting and applying procedures to address unusual problem situations and resolve most project delivery related matters;

  • Coordinate with PMs to implement corrective actions for distressed projects and engage BC or business line leaders when needed to support this effort;

  • Evaluate project management compliance with Stantec risk management practices and procedures and Project Management (PM) requirements including PM Framework; and

  • Review and approve proposal and project scopes, schedules, budgets, and execution plans.

Commercial Management & Pricing:

  • Support the BCML in the project-centric components of day-to-day operation of the business center(s), including project delivery performance, go/no-go decisions, pricing strategies, risk management, change management, forecasting and budgeting, and performance reporting;

  • Provide interpretation of monthly project performance figures to support the BCML in overall business unit management and the project managers to resolve project issues and improve project performance; and

  • Assist in developing and reviewing proposal pricing to support BC objectives and individual bid pricing strategies, maintain a record of BC pricing, and support the account management/business development staff on key pursuits (e.g., evaluation of terms and conditions, commercial risk, and competitive advantage).

Quality, Risk & Continuous Improvement:

  • Promote risk management practice within the project management function and develop PM risk competencies, including a strong contractual understanding among project managers of how Stantec effectively manages risk;

  • Build and sustain a culture of quality and risk management among the project delivery teams

  • Verify full adherence to the Project Management Framework, maintaining ISO compliance and audit compliance as necessary;

  • Collaborate with other PMCL’s through sharing of lessons learned on similar projects, sharing workload among PMs in other BCs/regions/geographies, and providing coverage for other PMCLs while they’re on short-term leave (e.g. vacation); and

  • Solicit feedback from PMs and regularly communicate that feedback to the business leadership, and Director of Project Management. Provide input into project management initiatives and collaborate with other leaders to continually improve project delivery standards and practices.

Individual Contributor:

  • Personally pursue and serve as a project manager for projects, managing scope, schedule, budget, quality and risk in compliance with Stantec PM requirements Including interfacing/communicating with clients; and

  • Maintain and enhance our reputation with clients, approval agencies and industry professionals as an outstanding service provider.

Your Capabilities and Credentials

  • Passion for excellence, continuous improvement, and professional project management.

  • Bachelor’s Degree in Engineering or comparable technical, business, or professional degree with a minimum of 8 years of relevant experience or equivalent combination of skills and experience

  • Recent experience managing projects, including the development of scope, schedule, and budget, and the subsequent monitoring of cost and schedule.

  • PMP certification (or ability to obtain PMP within 6 months).

  • Strong project management skills, with experience in organizing, planning, and executing projects from pursuit through closeout, involving internal personnel, contractors, and vendors.

  • Ability to drive change and deliver positive impact through influence.

  • Ability to create and foster a team environment.

  • Ability to identify when a project is in trouble (e.g. deviations from baseline scope, schedule, or budget) and provide guidance on mitigation measures or corrective action to address the problem.

  • Understanding of Stantec financial methodologies, procedures, and policies.

  • Knowledge of scheduling concepts and familiarity with software (e.g. Primavera P6) preferred

  • Understanding of Stantec Project Management Framework and Project Risk Practice

  • Strong verbal and written communication skills; Strong interpersonal skills to effectively work and collaborate with a wide range of internal and external customers.

  • Ability to travel to other Stantec offices within the BC/region/geography – preference may be given to candidate who are located within the business region.

  • Familiarity with Stantec WaterPower and Dams service offerings and client base is preferred.
